At their Monday, June 17 Regular Meeting, Councilmembers authorized a regional wastewater treatment facilities agreement between Missouri City and Sienna Plantation Municipal Utility District No. 1; ratified a contract with King Daddy Sports for the Parks & Recreation Department; authorized an abbreviated contract with K3 Resources, LP, for sludge hauling services. Here is a rundown of all Council actions at the meeting:

Staff Reports:

Received operational updates from City Manager Anthony Snipes. These include:

  • Announcing the #PlayItForward initiative, a project that allows residents and businesses to sponsor City greenspaces; see program news release on the City website.
  • Noted upcoming events:
    • Juneteenth celebrations from June 17 to June 23
    • Summer camp sessions from June 6 to Aug. 2
    • Bingo Night on Thursday, June 20
    • Teen Pickleball on Monday, June 24
    • Free Lacrosse Clinic on Tuesday, June 25
    • Senior Foodies on Thursday, June 27
    • Fourth of July celebrations on Thursday, July 4

The report on impact fees was postponed until the next Council meeting.

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of June 3, 2019, with a correction on the minutes.
  • Approved a request on the second and final reading to rezone an approximate 8.7-acre tract of land from LC-2 local retail district to PD Planned Development District No. 107; regulating and restricting the development and use of property within such PD Planned Development District; providing for an amendment to the Comprehensive Plan; and consider the related ordinance providing a penalty. The subject site is located at the southwest corner of Lake Olympia Parkway and Vicksburg Boulevard.
  • Approved an ordinance on the second and final reading amending and continuing Article VII of Chapter 74, Parks and Recreation, of the Missouri City code; amending and continuing the rules and regulations pertaining to the standards of care for certain elementary-age recreation programs operated by the City of Missouri City.

Appointments:

  • Approved the appointment of members to the Census Complete Count committee by sending appointees to the City Secretary’s Office.

 Authorizations:

  • Authorizing the execution of a contract with an energy saving project company was tagged to the next meeting.
  • Authorizing the negotiation and execution of an agreement for energy retrofit project financing was also tagged to the next meeting.
  • Authorized a regional wastewater treatment facilities agreement between Missouri City and Sienna Plantation Municipal Utility District No. 1.
  • Authorized the purchase and installation of datacenter edge switches.
  • Ratified a contract with King Daddy Sports for the Parks & Recreation Department.
  • Authorized the City Manager to negotiate and execute an interlocal agreement with Fort Bend County for a City-managed mobility project for Sienna Parkway intersection improvements.
  • Authorized an abbreviated contract with K3 Resources, LP, for sludge hauling services.
  • Suspended Section 2-81 of the City Code of Missouri City and immediately reconsidered and authorized the city manager to negotiate and execute a contract to Weaver & Tidwell, LLC for the provision of external auditing services.

Resolutions:

  • Approved a resolution adopting rules governing the investment of funds of the City of Missouri City; designated the assistant City Manager and the Financial Services Department Director to be responsible for the investment of City funds, and provide for review.
  • Amended the authorized representatives to the TexPool Local Government Investment Pool to remove Etta Taylor-Edwards, Accounting Manager and add Fatima Uwakwe, Assistant Finance Director.

The next Regular City Council Meeting will be held on Monday, July 1 at 7 p.m. in Council Chambers.
